I'll excuse the DLC for being too action oriented, but didn't really find the game too 'action' like until the last maybe quarter of it? The Lucas section and the cave section towards the end wasn't really that eerie, but the first half of the game and the boat were pretty good (even if I didn't like the boat that much). The game design of nearly every RE game is to let you unload towards the end, and overcome that inherent anxiety or helplessness that happens towards the beginning of the game.
